I don't think this is correct, both Google and Amazon have released APIs. Developers are learning the concept of Web Services and .NET/J2EE at the same time. It will take time for the adoption to happen. In addition, no one has been able to create a service/revenue model around Application Service Providing, much less web services.
If Microsoft wants to help, the should help define a revenue model and begin the flow of capital through those channels. This is where they excel.
